Flood Risk Management with Transboundary Conflict and Cooperation Dynamics in the Kabul River Basin

The Kabul River, while having its origin in Afghanistan, has a primary tributary, the Konar which originates Pakistan and enters Afghanistan near Barikot-Arandu. River then re-enters Laalpur, making it true transboundary river. catastrophic flood events due to major snowmelt Hindu Kush mountains occur every other year, inundating many urban centers. This study investigates risk under 30 climate dam management scenarios assess opportunities for water strategy Basin (KRB). Soil Water Assessment Tool (SWAT) is watershed-scale hydraulic modeling tool that was employed forecast peak flows characterize inundation areas using river routing modelling Hydrologic Engineering Center—Analysis System -HEC-RAS Nowshera region. shows how integrated KRB can play vital catalyst role with significant socio-economic benefits both nations. proposes KRB-specific agreement, where driver bring countries work together Equitable Resource Utilization Doctrine save lives Pakistan. findings show mitigation relying on collaborative efforts upstream downstream riparian states highly desirable.
